Governor Moore Announces More Than $53.5 Million Recovered by Maryland Insurance Administration for Consumers in First Half of 2026

ANNAPOLIS, MD – Governor Moore today announced the Maryland Insurance Administration recovered more than $53.5 million for Marylanders by helping resolve insurance-related issues and complaints in the first six months of 2026.

“As H.R. 1 makes it harder for people to attain healthcare on the ACA exchange and is taking  away people's Medicaid altogether, $53.5 million dollars returned means money back in Marylanders’ pockets,” said Gov. Moore. “While the federal government pushes harmful cuts to Medicaid and Medicare, our administration remains dedicated to tackling the rising cost of living– from groceries to healthcare costs– and delivering real results for Marylanders across the state.”  

“Recovering more than $50 million for consumers demonstrates the tangible impact of the Maryland Insurance Administration for Marylanders,” said Maryland Insurance Commissioner Marie Grant. “Our team remains dedicated to ensuring that consumers are treated fairly and have a trusted advocate when questions or disputes arise with their insurance coverage.”

The money was recovered through the Administration’s Rapid Response Program, the Property and Casualty Division, the Life and Health Division’s Complaints Unit, the Appeals & Grievance Unit, the Insurance Fraud and Producer Enforcement Division, and the Market Regulation and Professional Licensing Division.

  • The Maryland Insurance Administration’s innovative Rapid Response Program helps many consumers resolve property and casualty claims, such as auto and homeowners claims, quickly and without having to file a formal written complaint. Participation in the Rapid Response Program is voluntary and does not affect the consumer’s right to file a formal complaint. The program closed 1,283 complaints between January 1 and June 30 and recovered more than $2.1 million for consumers.
  • The Property and Casualty Division is responsible for investigating formal property and casualty insurance complaints filed by consumers, reviewing/approving insurance policy forms and insurance rules to ensure compliance with state statutes and regulations, and reviewing insurance rates to ensure rates are not inadequate, excessive or unfairly discriminatory.  In the first half of 2026, the Complaints Unit closed 3,800 complaints and recovered nearly $4.7 million for consumers. The Rates and Forms Unit saved Maryland consumers over $18 million as a result of rate filing changes.
  • The Life and Health Complaints Unit is responsible for investigating life and health insurance complaints filed by consumers and providers. The unit closed 2,719 complaints and recovered nearly $23.2 million for consumers and providers.
  • Maryland law gives consumers the right to appeal a decision that denies coverage for medically necessary treatment. If a doctor has determined that certain medical treatment is needed, but an HMO or health insurer does not agree, this law allows a consumer to appeal. The Administration’s Appeals & Grievance Unit responded to 846 such complaints in the first half of 2026 and recovered about $153,400 for consumers.
  • The Administration’s Market Regulation and Professional Licensing Division is responsible for regulatory oversight of domestic and foreign insurance companies and title producers. Oversight is performed through a variety of methods, including comprehensive and target market conduct examinations and investigations.

    The Division’s Market Conduct Unit closed 80 investigations, issued 12 orders, assessed $3.4 million in penalties and recovered nearly $4.9 million for consumers.

  • The Insurance Fraud and Producer Enforcement Division investigates and prosecutes civil and criminal insurance fraud committed by companies, producers (agents or brokers), consumers and the general public. From January 1 through June 30, the work for the Criminal Fraud Unit investigating insurance fraud complaints resulted in 8 indictments,  5 convictions and 10 cases awaiting trial. In the criminal cases, the courts ordered $430,355 in restitution. The civil fraud group levied $57,500 in penalties and ordered $11,388 in restitution for Maryland consumers and businesses.

    The Division’s Producer Enforcement Unit is responsible for investigating misconduct by insurance producers (agents), public adjusters and bail bonds producers. The Producer Enforcement Unit closed 269 investigations, resulting in $28,750 in administrative penalties.

    The Division’s Title Insurance Enforcement Unit closed 881 investigations, assessed penalties of $2,500, and recovered $54,981 for consumers.

The Moore-Miller administration is dedicated to tackling the rising cost of living, utilizing tools across agencies, from energy prices to healthcare costs. The Maryland Insurance Administration aids in that mission, but recovering money for consumers and business owners is only one of the many ways the Maryland Insurance Administration serves the state’s citizens. The Administration licenses and regulates insurers, insurance agents, and brokers who conduct business in the state, and monitors the financial solvency of licensed insurers. Additionally, the Administration educates consumers about insurance issues, investigates consumer complaints and questions concerning insurance companies operating in Maryland and resolves insurance appeals and grievances about coverage decisions or claims denials.

Notably, the Administration’s Health Coverage Assistance Team (H-CAT), formed in 2024, assisted 1,055 Marylanders in the first six months of 2026. The H-CAT team answers health insurance questions, addresses health insurance problems or concerns, assists in filing health insurance complaints and connects consumers with health coverage resources.
